Obituary For Rev. M.D.
Rev. Mr. Charles E. Millard, M.D., 90, of 673 Main Street, Warren, died on Tuesday, Sept. 20, at his home. Dr. Millard was a past President of the Rhode Island Medical Society and a deacon in the Roman Catholic Church.
His life was one of great accomplishments and service. He was co-founder and first president of both the Bristol County Medical Center and the Rhode Island Academy of Family Practice, Emeritus Professor of Family Medicine at Brown University, and author of over 50 articles in medical journals. Dr. Millard was throughout his life a leader in medicine in the state and on the national level.
He was the devoted and loving husband of the late Mildred Jane Lowney Millard. He leaves seven children, Charles Jr., Vincent, John, Daniel, Mary Catherine, Timothy and James; six grandchildren, Christy, Cara, Mary Elise, Greer, Thomas Charles Walter and Ella; and four great-grandchildren, Nicholas, Charlotte, Maggie and Caroline.
Born in Providence on October 22, 1914, he was the son of Charles Aloysius Millard and Edwardina Dube Millard. An outstanding athlete in football and baseball at Warren High School and Western Maryland College, Dr. Millard went on to earn his M.D. cum laude from the School of Medicine at Georgetown University in 1942 and served in the U.S. Medical Corps from 1943-1946.
Devoted throughout his life to his family, the Roman Catholic Church and the advancement of medicine and his community, Dr. Millard served in many capacities on the national level in the American Academy of Family Practice, the American Medical Association and the National Institute of Health. A Diplomate of the American Academy of Family Practice, Dr. Millard served for many years on the Academy's Commission on Education. He also served on the medical faculties at Dartmouth Medical School and University of Massachusetts School of Medicine. He was a Charter Fellow of both the American Academy of Family Practice and the American Academy of Emergency Physicians.
In 1977, he was named outstanding family physician in the state of Rhode Island by the R.I. Chapter of the American Academy of Family Practice, from whom he also received the Distinguished Public Service Award in 1979. The only physician to win the R.I. Medical Society's Caleb Fiske award four years in a row, Dr. Millard also received the President's Award from the Society in 1979.
Dr. Millard served as Chairman of the first Medical Ethics Committee of the American Academy of Family Physicians and Vice-chairman of the Medical Ethics Committee of the Diocese of Providence. He also served on the Governor's Health Task Force of the R.I. Health Science Education Commission.
Always committed to his home town, Dr. Millard served as Warren School physician for many years, as President of the Warren Citizens Scholarship Committee, and as a long-time trustee of St. Mary of the Bay Roman Catholic Church. He was named Citizen of the Year in 1981 by the Bristol County Chamber of Commerce.
A Mass of Christian Burial will be celebrated at St. Mary of the Bay Roman Catholic Church, 645 Main Street in Warren, R.I., on Saturday, September 24 at 10 a.m. Calling hours will be on Thursday, September 22, from 6 to 8 p.m., and on Friday, September 23, from 2 to 4 p.m. and 6 to 8 p.m. at St. Mary of the Bay Roman Catholic Church in Warren.
Burial will be at St. Mary of the Bay Cemetery.
In lieu of flowers, mass cards or donations to Catholic Charities will be greatly appreciated by the family.
